National Masterclass & Institutional Roadmap Series · Douala and Yaoundé · 2026

Can your institution deliver what it has committed to?

Most institutions can describe their projects. Few can answer that question on evidence, to their own governing council, in a form the council can act on. NPMTI exists to produce that answer — and then to help you improve it.

The four maturity bands of the Project Leadership Index
  1. Emerging

Delivery depends on individuals. Governance is informal.

  2. Structured

Processes exist and are followed. Reporting is inconsistent.

  3. Integrated

Strategy, portfolio and delivery are connected and measured.

  4. Transformational

The institution learns from delivery and improves deliberately.

Bands are absolute, not comparative. An institution is measured against published criteria, never ranked against other institutions.

Cameroon does not lack plans. The gap is implementation.

Strategies, policies and priorities exist. Implementation falters where coordination, governance, monitoring and accountability are weak — and the cost of that is measured in delayed programmes, under-executed budgets and commitments that quietly do not land.

What NPMTI is

  • A structured national programme with a published lifecycle, a fixed cohort calendar and a defined end point
  • A capability baseline your institution produces about itself, using a published instrument
  • An improvement roadmap with named owners inside your institution and dates
  • Recognition earned against absolute published bands

What NPMTI is not

  • Not a government programme. NPMTI is an independent initiative and carries no public mandate
  • Not a conference, a seminar series or a one-off training event
  • Not a ranking. No league table is produced and no institution is compared to another
  • Not an accreditation. NPMTI issues no third-party certification

Ten dimensions, measured together

The Project Leadership Index examines institutional delivery across ten dimensions. Your institution scores itself against each one; we structure the process and interpret the result with your leadership.

  1. 01Implementation governance
  2. 02Strategic alignment
  3. 03Project delivery capability
  4. 04Programme and portfolio coordination
  5. 05PMO and delivery infrastructure
  6. 06Accountability and reporting discipline
  7. 07Resource and budget execution
  8. 08Stakeholder coordination
  9. 09Risk and issue management
  10. 10Performance intelligence and learning

Four days, and your institution leaves holding its own baseline

Each cohort runs as a four-day masterclass and roadmap series. Three to ten delegates per institution — the people who actually hold delivery accountability.

  1. Day one

    Executive alignment

Where delivery actually breaks in your institution, in your own words, before any framework is introduced.

  2. Day two

    Governance and execution systems

The working practices that hold delivery together — governance, coordination, reporting discipline, portfolio decision-making.

  3. Day three

    Your capability baseline

Your delegates score the institution across the ten dimensions and produce the baseline in the room. You keep the instrument and the scoring logic.

  4. Day four

    Roadmap, and what comes next

Three prioritized ninety-day actions with owners and dates. A briefing on NPMTI Intelligence™ and the Institutional Delivery Pilot™ for institutions considering a design-partner role. Recognition preparation.

The 2026 cohort calendar

Yaoundé IOctober 2026dates to confirmMinistries, public agencies, development partners, universities, policy institutions

Cohorts are grouped so that the institutions in the room share a delivery context. A port authority and a university have different delivery problems, and putting them in the same session serves neither.

One portfolio. Five ways in.

An institution may enter at any point and combine components as its situation requires.

Founding 100 Membership

Most chosen

The CPLI Express baseline, two Executive Masterclass places, the recognition track to the National Recognition & Delivery Excellence Summit, inclusion in the 2026 national report, and priority standing for an NPMTI Intelligence design-partner pilot. Membership carries more than its components cost separately.

NPMTI Intelligence™ Design-Partner Pilot

Eight to twelve weeks. One institution, one executive sponsor, one consequential decision, seven deliverables. Design partners shape the instrument against their own delivery context.

Proposal based

Cohort and certification fees are per delegate; the baseline and Founding 100 membership are per institution. Certification preparation is delivered with a PMI Authorized Training Partner institution under written alliance; the partner is named in your engagement letter. Seats are held in your institution's name and drawn down over twelve months. NPMTI issues no PMI certification and examination fees are paid to PMI separately. PMP, PgMP, PfMP and PMI-PMOCP are registered marks of Project Management Institute, Inc.

Four things we will not do

These are published because they are the reason an assessment is worth anything. They constrain us, deliberately.

01

We will not rank you

Bands are absolute and earned against published criteria. No league table is produced. Your result is not compared to another institution's, and is never published without your specific written authorization.

02

We will not assess you and then sell you the repair

An assessor who validates an institution's assessment takes no commission on, and performs no paid remediation for, that institution for at least twelve months. Work within the cohort is institutional self-assessment and confers no recognition.

03

We will not hold your baseline hostage

You keep the instrument, your responses and the scoring logic, permanently. Run it again next year without us if you choose. Nothing you receive depends on our continued existence.

04

We will not claim what we have not done

This is a founding cohort. We are not going to show you client logos we do not have or results we have not measured. Recognition cannot be purchased, and sponsorship never influences an assessment outcome.

Nominate your delegation, or ask for a briefing first

A briefing takes thirty minutes and covers your institution's delivery context, the cohort that fits it, and what your delegates would leave holding. There is no obligation to proceed.
